James is a Director in GAO’s Health Care team. He oversees a portfolio of audits on Medicare, health care quality, prescription drug, and graduate medical education issues.
James joined GAO in 1989 as a senior economist supporting a variety of health care, education, and workforce issues, before focusing on Medicare financing, payments, access to services, and managed care. Prior to joining GAO, James was an assistant professor of economics at Marquette University.
James earned a doctoral degree in economics, with fields in econometrics, labor, and industrial organization, from Boston College and a bachelor’s degree in history and economics from the University of Rhode Island.
