Shirley A. Jones is a Managing Associate General Counsel in GAO’s Office of the General Counsel. She oversees the Budget and Appropriations Group as well as the engagement counsel provided to the Financial Management and Assurance and Strategic Issues mission teams. In addition to leading GAO’s appropriations law body of work which includes statutorily mandated functions under the Antideficiency Act and the Impoundment Control Act, she also manages statutorily mandated functions under the Congressional Review Act (CRA) and the Federal Vacancies Reform Act (FVRA).

Shirley first joined GAO as a Summer Associate in 1988 and came on board as an attorney advisor in 1989. She previously served as the Assistant General Counsel for the SI and Applied Research and Methods teams and also supervised the CRA and FVRA work. During her tenure as an Assistant General Counsel, Shirley shepherded a growing interest in GAO opinions related to the CRA and the FVRA. Throughout her 30 year career she has also been considered a tax law expert.

Shirley received a Bachelor of Arts degree in political science from Spelman College and her law degree and Masters of Laws in Taxation degree from Georgetown University Law Center. She is a member of the Pennsylvania Bar.
