Shelby S. Oakley is a Director in GAO’s Contracting and National Security Acquisitions team. She oversees GAO’s work on Navy shipbuilding, Nuclear Triad recapitalization programs, and the VA’s contracting activities. She also oversees work on DOD’s acquisitions (including oversight and implementation of leading practices), as well as GAO’s annual assessment of DOD’s major weapon system development programs.

Shelby joined GAO in 2001. She has led teams reviewing NASA acquisitions, sustainment of the International Space Station, human spaceflight programs, and the James Webb Space Telescope.

Shelby earned a master’s degree in public administration from the University of Pittsburgh. Shelby earned a bachelor’s degree in psychology and sociology from Washington and Jefferson College.
