Rebecca Shea is a Director in GAO’s Forensic Audits and Investigative Service team. She oversees audits to identify fraud, waste, and abuse across a diverse array of government programs administered by the IRS and the Departments of Homeland Security, Transportation, and Energy, among others. These reviews frequently employ data analytics to identify indicators of potential fraud.

Rebecca joined GAO in 1998. In her 21 years with GAO and prior to her work in FAIS, Rebecca led audits across a wide range of federal issues, including examinations of road conditions on tribal lands, VA’s real property management, the reliability of OPM human resource databases, safety culture and inspection issues in biosafety labs, and EEO issues at DOE labs.

Rebecca earned a doctorate degree in Sociology from Vanderbilt University and a bachelor’s degree in Psychology from Clemson University.
