Ed Goldstein is a Managing Associate General Counsel in GAO’s Office of the General Counsel. He oversees GAO’s bid protest function and is responsible for leading and managing the attorneys and administrative staff responsible for resolving bid protests filed at GAO.
Ed joined GAO in August of 2003. He began his GAO career as a senior attorney in GAO’s bid protest division within the Office of the General Counsel. In 2010 he became an Assistant General Counsel managing a group of bid protest attorneys and in 2022 became one of the Managing Associate General Counsels responsible for GAO’s bid protest function. Prior to joining GAO, Ed served as a law clerk to the Honorable Diane Gilbert Sypolt, Judge for the U.S. Court of Federal Claims. He began his legal career as an officer in the Army’s Judge Advocate General’s Corps.
Ed earned a Master of Laws in Taxation from Georgetown University, his law degree from the Benjamin N. Cardozo School of Law, and a Bachelor of Arts degree from Columbia University.
