Edda Emmanuelli Perez was appointed as General Counsel to GAO on August 2, 2021 after a 34-year tenure at the agency. She provides legal advice and counsel for GAO’s engagements, operations, legal products on Appropriations law, Bid Protests, and Vacancies Act and Congressional Review Act decisions.

She has previously served as Deputy General Counsel and Chief Ethics Officer, Managing Director for Opportunity & Inclusiveness, and Managing Associate General Counsel for FMA, EWIS, HC, and HSJ. She has also served as Assistant General Counsel for Operations, PI, and FMCI.

Edda earned her law degree from Georgetown University Law Center in 1988. Edda earned a bachelor’s degree in History and English in 1984 from the Inter American University of Puerto Rico.
