Debra Draper is a Director in GAO’s Health Care team. She oversees a portfolio of audits on veterans’ health care, military health care, health care delivery, and health care safety net issues.

Debra joined GAO in 2009. Her current work focuses on a range of health policy issues, including, veterans and military health care, as well as the nation’s safety net. She also has conducted research in a number of other health policy areas, including Medicare, Medicaid, mental health care, and the organization, financing and delivery of health care services in local markets. Prior to joining GAO, Debra was the associate director of the Center for Studying Health System Change, and previously, was a senior researcher at Mathematica Policy Research. She also has held a number of positions, including those in hospital administration, hospital finance, and health care consulting.

Debra received her doctorate in health services organizations and research from the Medical College of Virginia, Virginia Commonwealth University in 2000, where she also earned a master's degree in health administration in 1996. She has an undergraduate degree in commerce from the University of Virginia, which she received in 1979.
