Charles Michael Johnson Jr. is the Managing Director of GAO’s Homeland Security and Justice (HSJ) team. The team examines Department of Homeland Security and Department of Justice programs and operations, including border security and immigration, emergency preparedness and response, campaigns and elections, transportation security, justice and law enforcement, and domestic intelligence/information-sharing issues focused on U.S. efforts to protect the homeland.

Charles joined GAO in July 1981. Charles has served as a GAO expert on oversight of U.S. counterterrorism, countering violent extremism, counter intelligence, and counter narcotics efforts both domestic and international. Prior to becoming HSJ’s Managing Director, he also served as a Director and the Managing Director of GAO’s International Affairs and Trade team, which focused on a variety of U.S. foreign policy and assistance matters.

Charles graduated summa cum laude with a B.S. in business administration from the University of Maryland, with a concentration in management and completed the Senior Executive Education Program at Harvard University’s John F. Kennedy School of Government.
