The Veterans Administration requested a decision on whether a fiscal year appropriation may be charged with payments covering medical, hospital, and dental services rendered to veterans in emergencies without prior authorization of the Veterans Administration. GAO held that such claims would be given favorable consideration in the audit and settlement thereof by GAO under the appropriations charged, or recommended for charging.
