Thomas Costa is a Director in GAO’s Education, Workforce, and Income Security team. He oversees worker protection, safety, employment, and training issues.

Tom joined GAO in October 2005. He has also worked on State Department management, diplomatic security, and training issues for the International Affairs and Trade team.

Tom earned a master’s degree in international relations, with a focus on political psychology, from George Washington University in 1999. He earned a bachelor’s degree in philosophy and psychology from the University of Connecticut in 1993.
