Jim Reynolds is an Acting Director in GAO's International Affairs and Trade team. He overseas GAO's work on international security; including security assistance, foreign military sales, building partner capacity efforts, counterterrorism, and peacekeeping. He also leads GAO's work on international aspects of bioterrorism and cybersecurity.
Jim joined GAO in December 2001 as part of the Defense Capabilities and Management team. There he helped manage GAO's military operations and special operations portfolios. He has led reviews on a diverse range of issues including advising and assisting of Iraqi and Afghan security forces, Department of Defense efforts to build partner nation military capabilities, the use of contractors to support deployed military forces, DOD efforts to counter improvised explosive device activities, and special operations forces.
Prior to joining GAO, Jim worked for several years at a leading defense and aerospace consulting firm. Jim holds a Master of Arts in International Relations from the Johns Hopkins University Paul H. Nitze School of Advanced International Studies, a Master of Science in National Resource Strategy from the National Defense University Eisenhower School, a Master of Arts in National Security and Strategic Studies from the U.S. Naval War College, and a Bachelor of Arts in International Studies from Dickinson College.
