Cindy Brown Barnes is the Managing Director of GAO’s Education, Workforce and Income Security team. She oversees work on programs and policies supporting Americans of all ages, including education for children and young adults, programs supporting lower earners and all workers (especially those experiencing unemployment, disability, or workplace dangers), and retirement income benefits.

Cindy joined GAO in January 1990. Prior to her position as Managing Director, she directed GAO’s work on employment and training; protections for workers, families, and children; and inclusive and equitable workplaces.

Cindy earned a master’s degree in organizational development from Johns Hopkins University. Cindy earned a bachelor’s degree in accounting from Howard University. She is a Certified Public Accountant, a Certified Fraud Examiner, and Certified Government Financial Manager.
