Carol Harris is a Director in GAO’s Information Technology and Cybersecurity team. She oversees GAO’s evaluations of information technology across the federal government. Carol’s specific responsibilities include government-wide and agency-specific assessments of system and software development and acquisition; cost and schedule estimation; enterprise architectures; technology investment management; and telecommunications.

Carol joined GAO in 2002. She has led numerous reviews of information technology systems and management at a wide array of federal agencies, including the Departments of Commerce, Defense, and Homeland Security, as well as the Federal Aviation Administration. She is also the co-author of GAO's first best-practice guide for developing and managing capital program costs. Carol earned a bachelor’s degree in business information technology from Virginia Tech.
