Request for Exemption from Standard Authorization Process on Security Grounds

GAO commented on a Department of Defense (DOD) request for exemption from the standard way funds were advanced to its national defense project. DOD contended that the standard disbursement of funds endangered the secrecy and security of its project. GAO held that DOD would be exempted from the standard way funds were disbursed, and DOD's proposed plan to maintain the confidentiality of its project by replacing funds with payment vouchers would be accepted and credited by GAO's audit division.
