Dr. Nagla’a El-Hodiri is a Director in GAO’s International Affairs and Trade team. She oversees work related to the management of foreign affairs agencies including the Department of State and USAID. Key oversight issues in her portfolio include embassy construction and security, Foreign Service staffing and training, consular affairs and public diplomacy.

Nagla’a joined GAO in July 2002. She has served as an Assistant Director on the Education, Workforce, and Income Security team. On that team, Nagla’a focused on K-12 education issues, including virtual schooling and school choice. She also focused on workforce issues such as unemployment insurance, child labor, and guest workers. Prior to her career at GAO, Nagla’a served as a Peace Corps Volunteer in Mali and also taught high school mathematics.

Nagla’a earned a doctorate degree in labor economics from the University of Arizona. Nagla’a earned a master’s degree in math education from Teachers College at Columbia University. Nagla’a earned a bachelor’s degree in French and economics from the University of Kansas.
