Chelsa Kenney is a Director in GAO’s International Affairs and Trade team. Key oversight issues in her portfolio include democracy assistance, combating human trafficking, counter-narcotics, human rights training, and peacekeeping.

Chelsa began her career at GAO in 2002. She previously led projects on the civil service system, including reviews of federal hiring, the General Schedule classification system, and leading practices in federal employee engagement. Chelsa also led reviews on the efficiency and effectiveness of user-fee funded federal programs.

Chelsa earned the Key Executive Leadership Certificate from American University, a master’s degree in public administration from the University of North Carolina at Chapel Hill, and a bachelor’s degree in journalism and political science from Texas A&M University at College Station.
